But now that Royal Enfield already has the manufacturing prowess and the facility to mass produce bikes that are euro 4 compliant and are ABS enabled, I think they'll just implement it to their India-spec models as well. Moreover, with only two factories that make bikes for the entire world, I don't think it's that complicated to add on machines that churn out bikes complying with the latest emission and safety norms. Also, the new Continental GT 750 will be launched soon and that will have to comply with the latest norms, I think. So RE might as well upgrade their entire portfolio along with it instead of waiting until the deadline. It also gives them that extra credibility of 'Keeping up with the modern times while maintaining the traditional design principles'.

The latest update is that all bikes / cars launched on or after April 2016 will need to be Euro IV emissions and crash-safety standards compliant (as well as a few other safety standards for bikes) by April 2017. However, if a bike or car was already in production before April 2016, the manufacturer has until April 2019 to comply. So I'm sure many would be waiting a while before investing more money in upgrading their cars & bikes.
