As per your requirements, Hornet 23.0 would be a better pick between these two. If delivers a better power performance, smooth ride quality and fit and finish. Also, it offers better handling. However, at its price and in its segment it is not that powerful. With a similar price, you may have a look at Bajaj Pulsar NS200. It is fun to ride deliver great power performance and capable enough city commutes as well as highways long rides. You may compare both bikes accordingly.
