We already know that the Delhi government is set to implement the odd-even vehicle scheme from November 4 to 15 this year. And now Delhi Chief Minister Arvind Kejriwal has announced that women drivers will be exempted from this rule. This announcement aims to encourage more women to drive for their daily commute, and hence be more independent and feel safer. So we can’t disagree with Kejriwal here. Aside from this, privately-owned CNG vehicles will not be exempted from this rule, unlike the previous times when the odd-even scheme was run in the national capital. A decision on whether two-wheelers will be exempted from this scheme is yet to be taken.
What’s odd-even?
This scheme basically means that odd-numbered vehicles will be permitted to drive only on odd-numbered dates and even-number vehicles only on even-numbered days. It is aimed at reducing the number of vehicles on the roads as they are seen as major causes of air pollution in the national capital. The Delhi government has had previous experience in implementing this scheme as it has been enforcing it in phases since 2016. And now it is making a comeback this November. This comes as a surprise as on September 6, Delhi Chief Minister Arvind Kejriwal revealed that pollution levels were down by 25 per cent.

Why now?
The reintroduction of this rule will be part of a seven-point agenda meant to help curb air pollution in the National Capital Region. Key details of the upcoming phase have not been finalised yet, but it is expected to be based on exact pollution levels in the region. The scheme may not be implemented on weekends.
Other than reimplementing the odd-even rule, the Delhi government also plans on procuring 50-60 lakh pollution masks. Some other planned initiatives include establishing a tree-planting initiative, distribute saplings and deploy volunteers to control wood-burning during winters. The Delhi government is expected to provide special provisions for 12 pollution hotspots set up across the city.
