Most importantly TB doesn't have lengthier seat and if you are riding without a backpack pillion rider can sit comfortably. For traffic condition better consider classic 350 or BMW G 310R.TB is really a masculine bike and one cannot ride it recklessly, newer versions have ABS which is good.

For the one driving and for pillion as well then thunderbird x350 but is a little underpowered or go for Jawa42 dual channel abs will cost around 2.Lakhs but the issue is of service centre and the same for thunderbird 500x is around 2.50L both offers same power but do take a test drive or the best dominar400 but maintain the bike as it may give wiring issue if in the effect of rodents (take a test drive)-my preference!

Bajaj Dominar is the best for City & highway... Royal Enfield Thunderbird 350 & TVS Apache also... first take test drive then decide... first take test drive of Dominar then TVS and last RE.... ROYAL Enfield Thunderbird and Dominar TVS are different segments but you will see the difference... this are my personal suggestions.... you can go with you personal choice.... take test drive...
